IPSAS 41 Workshop: Classification, Measurement, Impairment, and Hedge Accounting

IPSAS 41 Financial Instruments became effective for annual reporting periods beginning on or after January 1, 2023, superseding parts of IPSAS 29 Financial Instruments: Recognition and Measurement. The new standard introduces a classification and measurement model for financial assets, an expected credit loss model for impairment testing, and a hedge accounting model that broadens the scope of the guidance.

Given the deepening integration of key finance-related functions across public sector entities, IPSAS 41 will have a widespread impact on overall business models and financial reporting functions. The primary impact, however, will arise from changes to the Impairment Methodology, requiring organizations to ensure their resources have the necessary knowledge and strategic understanding for successful implementation.
